Steve Wohleb, J.D., Chief Legal Officer, Texas Hospital Association, Austin

Steve Wohleb serves as Chief Legal Officer for Texas Hospital Association, advising the organization on a wide range of operational and governance issues, supporting THA’s advocacy efforts in several policy areas, and serving as a resource to members on a wide range of issues. Prior to joining THA in 2018, he spent his entire 25-year legal career primarily representing hospitals and other health care providers in a wide range of legal, regulatory, and transactional issues. Areas of practice included: health care transactions, including joint ventures, mergers and acquisitions, and contracts; general and professional liability litigation; medical staff, credentialing and peer review issues; Medicare reimbursement and other federal healthcare program issues; HIPAA; hospital licensing, regulatory, and enforcement issues; behavioral health licensing, regulatory, and enforcement issues; bioethical issues; and many other aspects of the healthcare legal and regulatory framework.

Heather De La Garza-Barone, J.D., Associate General Counsel, Texas Hospital Association, Austin

Heather De La Garza joined THA in April, 2022 as an Assistant General Counsel. Heather has practiced law in Texas for the past 15 years. In 2016, she began practicing health law as Associate General Counsel at DHR Health in Edinburg, TX. Prior to joining THA, Heather served as Special Counsel, Veterans Affairs at the Texas General Land Office. In this role, she advised the agency on health law and data privacy matters. She will serve as Chair of the Health Law Section of the Austin Bar Association for 2022-2023. She is a graduate of Rice University and the University of Texas School of Law.
